Hello,
It seems to be taCreateDeduction (https://msdn.microsoft.com/en-us/library/jj193313.aspx) is missing variable for FICA Medicare(SBJTMCAR). Same element is available in Benefit but it is not in Deduction.
Or I am missing something.

Currently there isn't any plans to modify the eConnect procedures.
I would recommend making this a product suggestion for a change in a future release. If it gets enough votes, GP Development will look at changing it.

I am not sure eventhough if StoreProcs is modify how I am going to use it in .Net C# application.

Looking through the eConnect procedures, I see the SBJTMCAR parameter mentioned in the following procedures:
--taCreateBenefit
--taCreateEmployeeBenefit
--taCreateEmployeePayCode
--taCreatePayCode
These include the Pre and Post procedures to go with them.
Looking through the taCreateDeduction procedures, I do not see the SBJTMCAR parameter mentioned at all, which is what you mentioned.
It'd probably need to be added to the taCreateDeductionPost procedure as needed.
