AX 2012 R3: Troubleshooting performance issue that disappears when trace is started

We have AX 2012 R3, and we have AX clients as a remote app on a remote desktop server.  We just started experiencing a perf issue:

- On one server, which is a remote desktop server (win 2012 server), the AX client takes 15-20 sec to open a project, consistently.

- On a completely different server (win 2012 server), the AX client takes 1-2 sec to open the same project, consistently.

Both servers are connecting to the same AOS, both servers have ample hardware, both servers are logged in with the same user, and both servers have the following version:

- Kernel: 6.3.6000.3012

- Application version: 6.3.6000.151

IT team says there are no CPU, memory, bandwidth or disk bottlenecks.  

Here's the thing - on the slow performing client, the moment we try to take a trace using Tracing Cockpit, opening up a project in AX is super fast - 1-2 sec.  We can open up a project 20 times in a row, it will always be fast, and the moment we stop the trace, we hit our performance issue again.

Any suggestions?  As this is a production box, we can do reinstall or reboot of OS during a scheduled time, but if there is any other known workarounds to identifying what could be causing, or what could fix this, please advise.

    Does the performance problem present itself across different user accounts, or only the one?  i.e. Cache/usage data? Why the Trace clears the issue is very odd. Is it only opening a project or is it across other objects?

    - This is for Projects only. All other areas of AX work fine

    - All users hit this issue

    - We already tried cache/data clear, as well as AOS restart, server remote app server restart

    Also, during trace, all users are getting great response time, but once the max file size is hit for the trace, performance seems to get slow again.

    Did the trace reveal anything?

    Is there anything in the Event Viewer on that server not on the other server that performs well?

    I did the same trace, opened an AOT project and I see that it hits sysLastValue.

    The odd thing about the trace running and no issue has to be something with either permissions or cache.

    Are all users admins on the remote server with the issue? Trace requires it or elevated permissions.

    If you run AX client in elevated mode, does the problem persist?
