What can I do to add a Range to the purchase category?
It calls EcoResCategory::lookupCategoryHierarchy(), therefore I would start my investigation there.
Check if one of the existing parameters wouldn't help you. Or tell us more about your requirement.

I want to add a selectProcurement Category control to lookup the next Procurement Category based on the selected Procurement Category.

If I select 'OFFICE MACHINES 'in the new control, the purchase category will only lookup'OFFICE MACHINES '.

At the first glance, this doesn't seem to be supported. You'd probably have to build your own lookup form, which may be quite complicated.
Otherwise you would have to find a way how to modify EcoResCategorySingleLookup according to your needs and pass the information (that your logic should be used) from the purchase requisition form to the lookup form. It may be even more complicated.
But take a look by yourself, maybe you'll find a better solution.
