I have Accounts that are associated with other accounts in a Hierarchy. How can I pull the accounts and their child accounts in a view list?

These articles detail the Dynamics 365 Record Hierarchy.
Open the Account view, on the far left of all the columns, there is an icon, click on it, you can enter the hierarchy view.
If you don't see the hierarchy icon, then we need to set the hierarchy for Account.
First, you will need to navigate to Settings>Customizations>Customize the System, expand Entities > Account > Hierarchy Settings, then New.
Set it as follow. Save and close.
You can ‘under’ operator of fetchxml, which will give you only child accounts of hierarchy.
