Allowing users to publish workflows

Hi,

I'm trying to allow users to publish workflows but when they try they get a permissions error. I've traced the error and discovered that they don't have permissions to AppendToWorkflow. The problem is, there's no "dot" in the role manager to allow me to give them AppendTo permission...

    I do not have the dot in "append to", and all my users can create workflows.

    If you check the original roles, you'll notice that even the "system customizer" does not have the "append to" privlege for workflows.

    Ah, I may have found the issue:

    Finally (and this is a bug), you can’t set the “Append To” privilege on Workflow via the Role Editor.  This privilege is included by default for all system Roles, but if you happen to create a new custom role from scratch you would be missing it and would be having one heck of a time trying to figure out why users keep getting Permission Denied when they try to publish their workflows.
