securityAdmin did the trick. I did not want to give sysadmin
Tim, do they need to go to all the way to sysadmin or will securityadmin be sufficient?
If you go into SSMS and check the security login for DYNSA you will see it has the additional role of security admin. Try granting that role to one of your managers.
That helped. One note I took it down a bit and only gave securityAdmin.
You want to assign at the server level (not the database) sysadmin to the users you want to be able to change passwords.

I think what you are saying is that you want, say team leaders to be able to change their team members passwords (and anyones as its not restricted), by using the window you showed earlier?
We are trying to move off of using sa to change passwords. We are trying to set up users with the ability to do so. User Preferences are for users to change their own password.
I believe from this screen only 'sa' and DYNSA can change a users password. Have them try changing their password under User Preferences.
When going to the user account
I am trying change the password in the password boxes. I uncheck and recheck the Enforce Password policy and save. Then I get the error reported
