When trying to change passwords with users that are not SA we are getting the error:
In Dynamics Database the user mapping is as follows
How do I rectify this issue?
How are you trying to change passwords?
Using User Preferences or by going to Tools->Setup->System->User?
When going to the user account
I am trying change the password in the password boxes. I uncheck and recheck the Enforce Password policy and save. Then I get the error reported
I believe from this screen only 'sa' and DYNSA can change a users password. Have them try changing their password under User Preferences.
We are trying to move off of using sa to change passwords. We are trying to set up users with the ability to do so. User Preferences are for users to change their own password.
I think what you are saying is that you want, say team leaders to be able to change their team members passwords (and anyones as its not restricted), by using the window you showed earlier?
yes
You want to assign at the server level (not the database) sysadmin to the users you want to be able to change passwords.
See this page for specific example.

That helped. One note I took it down a bit and only gave securityAdmin.
If you go into SSMS and check the security login for DYNSA you will see it has the additional role of security admin. Try granting that role to one of your managers.
