NAV Server 2017 with SQL Azure database

Hi we are installing Nav 2017 server on a virtual machine on the Cloud and instead of SQL server, plan to use SQL Azure.  Question is whether do we need to pick single SQL Azure db or elastic pool that depends on the number of nav databases.  I believe single SQL azure db would be sufficient for production (and we are going to have 1 for dev/testing). Just want to get others perspective here on best practices.   We plan to use Manufacturing module at a later time. What are the reporting tools available ( SQL SSRS? or any other report builder)

    I recommend to use Single Azure SQL Database, standard tier, S1 or S2. NAV service tier must be installed on the same region of Azure SQL.
