Portal user should be part of the administrator web role, only then they will get the contextual editing controls

And you are working with a user which is assigned as Administrator?
Just use the default Administrator Web Role, case the Content Editor is applied with the Web Role and not with Site Settigns.
You can try to share the Admin role, maybe you have something missing on the records.
