Can't Activate or Deactivate a Contact

I noticed that I can't activate or deactivate a client. Security roles are fine, and even when I go into ribbon workbench on XRM Toolbox there is no activate or deactivate button. I also did notice something a little odd. When I was going to edit the app, both the buttons appear, but when it loads fully then they disappeared.
