Microsoft Office Outlook x64 - Export Failed

We have having a issue when exporting for RMS to outlook. 

Error Message 'Either there is no default mail Client or the current mail client cannot fulfil the messaging request. Please run Microsoft Outlook and set it as the default mail client.'

Error Message 2 'Export Failed'

Outlook has been set to default mail client and UAC has been switched off.

This issue appears to be on a 64-bit version of Office, is there a known compatiablitiy issue.

    The integration platform for 64bit Office is different than the 32bit version.  RMS uses the 32bit version and doesnt recognize the 64bit completely because of the differences.

    I can't speak to this issue specifically, but we switched from 64 bit Office to 32 bit Office because there were too many issues with the former.
