I recently created a new CRM Page hosted control and I've added it to the USD configuration to which I belong. When I open the debugger in USD and want to run a Direct Action against this hosted control, the "Actions" picklist empty. Any one have a clue what might be happening here?

I haven't seen this. It is quite strange. I would try ....
1. I think you are using CRM 2015. It is possible this problem is specific to a version of USD. Maybe try upgrading you USD client to see if that helps.
2. In the debugger you will see a refresh icon as you select the action. Try clicking that to see if it helps.
3. Try to create a third hosted control. Is the problem repeatable? (If not delete the controls you have issues with and create again.)
4. Try creating a hosted control that isn't a CRM page. Say standard web page. Does that have the same problem?
If after these things you are still getting ther issue I suggest raising a support call with Microsoft.

This actually happens on my two newest hosted controls. And creating a new one yields the same behavior: no actions.
The actions are all present and accounted for when I view each hosted control's associated actions, in CRM settings.
Are the actions present when you view the hosted control in settings?
Does this happen on just this one hosted control? What happens if you create another one?
