Restrict All Users to "Ready-only" During Inventory ShutDown

Hello all:
 
We have a requirement to block all users from update in D365 during Inventory Shutdown.  We have 20/25 roles and 80 users, some users have as many as 20 roles.
 
We have several integrations that I understand will be turned off.
 
I have a /View Only/ Role that needs more testing, but we do not want to assign this role to all users, and then assign their original roles back.
 
Any other ideas on how this can be done cleanly?  With out development or cumbersome Sys Admin intervention?
 
What is the cleanest way of doing this?

    What is the exact background of this requirement? For the inventory closing job, it is not required to restrict user access. 
    Next, why do some users have 20 roles assigned? This doesn't sound like a healthy security implementation.
     
    There might be some ways of changing the security role assignments, but these might not fully take direct effect when users are logged in and working in a session.

    Is it the period when you are having closing or stock count?
     
    If yes, i think generally for stock count system has a parameter that while stock count block all inventory transactions 
     
    For period clos: Normally we control from fiscal calendar and only allow user group whom we want to access the forms or module.

    About the roles for the third-party solution, you can create a new role and add several other roles as sub-role. That would be a bit of relief. 

    Can you also answer the question, why users should not be having their normal roles during inventory closing?
