how to export all stuff without data from production to import to uat?

hi, experts, 

as uat env is crashed due to incorrect setting step. i would synch all from production to uat without data.

is there any tool to do? or other approaches ?

my crm version is dynamic crm 2015 on prem-  (7.0.3.150) (DB 7.0.3.150)

    You can use configuration migration tool. - docs.microsoft.com/.../manage-configuration-data
