Windows Server 2012: While working through the CU7 horrible hack work-a-round for the successful installation of the Data Migration Framework; the installer complains that the .NetFX and Windows installer are missing. This is odd since .NetFX 4.5 is installed and the Windows Installer version is 5.0. Does anyone have a suggestion?

Turns out I was just tired; the prerequisite checks threw me since I've grown used to the format that Microsoft has used for installing server software that while working with this kluge, I didn't catch that I wasn't getting a warning that I needed to install prerequisites, I was being informed that I had the prerequisites.
After that, it was a matter of determining installation sequencing for a multi-tiered installation and I was in like four hours of monitoring disk spin post installation Software Update Checklist.
Try opening regional settings, find settings for the decimal and change it to period/point. Apply the change. Rerun setup.
Change decimal back when you are done. Yea, I know this sounds crazy, but just try it.
