EP change site settings / color schema - not working

Hi community

I am trying to change site settings - when I click on the corresponding menu entry (site actions -> site settings)on the local IIS for one of the modules (e.g. http://localhost/Sales/_layouts/settings.aspx) I get the error - details below.

When I open the general page http://localhost/_layouts/settings.aspx, it functions ok, so I can e.g. change the color schema.

Could you please give some hints / recommendations how to get to layout settings (per module)?

A solution from another side found.

AXEP.css gives a way to implement a wide variety of design changes.
