Using Word Templates on Multiple Records

I need to enable the usage of Word Templates on multiple rules on CRM 2016. When I go to the Display Rules list for the command "Mscrm.HomepageGrid.WordTemplate" I see a rule as "Mscrm.WordTemplatesFCBEnabled". This rule does not have any steps in it and if I remove the other rule "Mscrm.SelectionCountExactlyOne" from the command and try to publish it won't let me publish because the rule "Mscrm.WordTemplatesFCBEnabled" needs at least one step. When I checked this against an uncustomized OOB system, this rule is still empty. Does anyone know what this rule is and what should be its definition?

    What are you trying to achieve ? You can create a workflow, with an action to use the Word Template. The workflow could be an on-demand workflow that a user could run on multiple records. The generated document is stored as a note on each record

    I know this solution. But I need to download a single Word-file containing all invoices.
