Could you advise is there resources where it is possible to get in a development environment and start to study development, using books for example.
To get a development environment, you must be working for a Microsoft D365/AX customer or partner. Then you can activate Customer/Partner trial and setup a dev system in Lifecycle Services.

but what to do if I only dream to become part of a partner or client, but can't because them is need skilled peoples? May be some gives a environment for learning to 365?

You can find a couple of books on amazon and a lot of free videos on youtube to get started.
Also, some universities run specific courses for AX/D365FO but this depends on where you are located and whether the uni has a lecturer for that topic.

Unfortunately you can't get a D365FO dev system if you are not associated with a partner or a customer. Perhaps you could try to join some partner as a trainee? It's anyway not very easy to learn D365FO from scratch by yourself.
