Navision workflow step instance table locked error 2016

Hi Folks.

I am trying to send a sales order request using standard Navision workflow but i am receiving the following error.

Below is the list of things I tried,

1. Restart NAV Server instance.

2. Restart the database from SSMS.

3. Checked if any user blocked the transaction.

4. Also used manual unlock action from object designer to specific table.

5. No modify function is called on OpenPagetrigger or OnafterGetcurr Record or OnAfterGetRecord
