How to make a geocode plugin?

I want to develop a geocode plugin for my online crm. The scenario is as follows:

I will import a csv/excel file into account or contact with address or only lat and long. If excel file contains only address then the geocode plugin will calculate latitude and longitude from that address and will populate values to those lat and long fields. If no address and lat and long exist on the file then latitude and longitude fields will be populated from the excel sheet.  The plugin will be attached under a workflow/process.

Is it possible?

    you could use Microsoft flow to achieve this as well - flow.microsoft.com/.../bing-maps

    You have no need to develop it. You can use Geocoding Workflow step I have in my workflow toolkit - github.com/.../v1.5.0.1

    But if you need you obviously can.
