is warehouse management generate 2 Barcodes for 2 unit of measurements per one item ..scanning and printing ???

You can attach multiple bar codes to an item (provided they are unique), and a different Unit of Measure to each.
For scanning, you can scan the bar code (or either bar code) instead of the item number, but there is no validation on the unit. i.e. AX does not, for example, set the picking unit based on the unit attached to the bar code that you scanned.
For printing via the License plate label/Document routing functionality, I can't see that the Item barcode is output to the label file at all. So in standard, I don't think the label can print any item barcode, let alone two.
There are fields to put this information in as Guy said and there are places that use these Barcodes to get unit context, but using them for printing require some custom coding. ISV solutions like ToIncrease AX Anywhere, DSI Global or RF Smart does handle this very well. LaserNet and StreamServe will also be able to tackle label printing.
