Asset>Manage>Meter Budget Lines

The average meter usage for equipment is taken from transaction Meter Weighted Average Allocations. If the minimum number of updates within a period is not met, then I understand the average is taken from Meter Budget Lines.
I'm uncertain how this avargae is derived ie manual input or is another calculation used ?
