RSAT for CPOS testing - Testcasesteps excel file doesn't generate

Hi,

I have been using RSAT for CPOS testing, when i load the test plan on RSAT and generate execution and parameter file (because other options are greyed out anyways) it doesn't generate the testcasesteps file to look the steps??? 

Process follow : recording on CPOS > Load into LCS BPM > SYNC to azure DevOps>add test case into test plan into DevOPs > load test plan into RSAT> select generate test execution and parameter file
