Hi,
Closed periods cannot be opened in NAV but you can still post in these periods and close Income Statement accounts by running batch report.
To remove data from tables you can either delete from the client or otherwise you can run table from Development Environment and delete all records at once.

For your second questions it will depend of the Tables or License that you have. Which Data do you need to remove?
