I am using a Partner Portal for its Case functionality and need to change the below header to read "Open a New Application" but I cannot determine where to (safely) make this update? I have renamed the Case Entity to Application the "natural" place I would have expected this update, no luck. Can anyone tell me where to find this? I am using CRMPortals.

Navigate to Dynamics CRM -> Portals -> Web Pages ->
Open up "Customer Service - Create Case"
Update the Title field to whatever you want
Save the record, wait a few seconds, navigate back to the portal and you should see the change.
Note that if you have a portal user with the "administrator" role this can be done via Front side editing as well.
