I am getting this particular error while opening the expense records in Dev environment. Can anyone please help me out
You must associate a worker record to your user account.
System administration -> Users -> Users
Select the user, on the action pane. Click maintain version.
Does the logged in user has assigned to the employee under System administration module?

As komi mentioned, Maintain version is disabled because you don't have any employee assigned. Just open the details form and select Person under user details tab from the lookup.
Good, it is disabled because, no user is mapped currently.
In the person field, select a worker record.
