Your screenshot is missing. However, the new process is for the machines where you dont have RDP access anymore so with this new process you can download the RSAT certificate from LCS and apply changes docs.microsoft.com/.../rsat-install-configure, you are good to go.
if you still have RDP access to the environment then you can still make changes to wif file in AOS service directory.
In Tier 2 environment LCS portal, if you have VM configured, then you wont get "Download RSAT certificate" option under "Maintain" drop down list in LCS.
If there is no VM configured, you could get that. So make sure either you have VM configured or not.
