Can't find AdminUserProvisioning

I am unable to find AdminUserProvisioning in new VM (10.0.39). 
 
without AdminUserProvisioning I can't add user. please need support to find it.

    Is this a cloud hosted VM? If yes, you do not need the AdminUserProvisioning tool , as the machine is already configured to your tenant after deployment.
     
    If it is a VHD, then you should browse through the path : K:\AosService\PackagesLocalDirectory\bin

    Hi,
    If you mean cloud-hosted VMs, then in cloud-hosted deployments of D365 FO, the management and provisioning of VMs are handled by Microsoft to simplify the setup process for administrators and users.
