I recently asked same question community.dynamics.com/.../d365-finance-and-scm-license-changes and also discussed this my fast track solution architects working with me on the project.
This will effect existing customers when they go for renewal of licenses so then they will be asked how many licenses they still want to go for Finance and Supply Chain Management. I also got referred to this pricing guide dynamics.microsoft.com/.../ so suggest you to read through it once and discuss more with your Microsoft sales team.
You have to buy minimum 20 users for D365 FO and D365 Supply Chain separately. If the user want to use both apps then you get the other licenses with smaller price.
However this will not double the price since you can get D365 Supply chain for small price if the customer already has D365 Finance and operation license.
Please not if you have Enterprise Agreement with MS then the rules are completely different.
