Error during NAVDataUpgrade from BC Cronus v14 to v19 on premises - Table 405 Change Log Entry is not in the list of allowed tables

Trying a basic upgrade test from BC Cronus v14 CU18 to BC v19.4 on premise,

using the following guide https://docs.microsoft.com/en-us/dynamics365/business-central/dev-itpro/upgrade/upgrade-unmodified-application-v14-v19#task-2-upgrade-permission-sets

On Task 10: Upgrade data

Start-NAVDataUpgrade -ServerInstance BC19CronusAllObj -Tenant default -FunctionExecutionMode Serial -SkipAppVersionCheck

The progress is stuck and the error showed is the following:

State : OperationalWithDataUpgradeFailure
DetailedState : Table 405 Change Log Entry is not in the list of allowed tables.

Can you help please?

    Are you a super user in NAV and the dbowner of the database?

    yes I'm db owner and super user

    It worked for other tables but stopped at this one weird

    Maybe you should try to disable the change log while you do the upgrade ?

    The Change Log Setup table is empty so it's not enabled.

    I'll try to enable and disable the change log on my next run, not sure if that would help

    I was trying to figure out where the upgrade process is taking this list of allowed tables, if there is a setting somewhere, but couldn't find anything

    Issue resolved after recreating BC Instance.
