Architecture question: Business Logic In Global Action or Javascript

Hello guys, we currently have custom webresources (HTML) + web api as backend. 

We are in the process to make our solution cloud compatible, so we are trying to deprecate WEB API (customer don't want to expose web api over the web)

now the ultimate question is, should i put the web api logic in custom actions or embed it on javascript?

please share your opinions/why
