We have some parts that we will stock and drop ship if not in stock. Can an item be both inventory and non-inventory? What is procedure to do this?

No, it cannot. An item either has an item card, or it does not. Just because you do not maintain any in your warehouse does not make it a non-inventory object. If it has an item card, then by definition it is an inventory item. You can do exactly what you want using an inventory item with 0 quantities on hand. You can use a Drop Ship SOP document and then create the drop-ship PO from the SOP document and it will all be hooked together.
