When you change the owner of the active workflow, the scope of the workflow can vary accordingly.
There are four options provided to define your scope:
Refer the screenshot below for understanding the scope.
By selecting User as the scope, the Workflow will exclusively run on records with the same owner as the Workflow. By selecting
By selecting Business Unit as the scope, the workflow will only execute on records owned by any user in the same Business Unit as the owner of the Workflow.
Selecting Parent: Child Business Units as the scope will execute on records owned by any user in the same Business Unit.
Finally, by selecting Organization as the scope, the workflow will execute on any record in the organisation secondary to the user’s security rights.

If you try to change the ownership by clicking Assign button, the workflow will get deactivated. Therefore, make sure to reactivate it.
If the new owner doesn't have enough permission to perform all the steps in the workflow, the workflow will fail.
If the workflows are NOT configured to run under user's context, and the owner of the workflow is NOT a service account, then you should change the owner to a service account.
Always best to try and understand why the owner is set as they are now, before changing it. If it's set incorrectly, then you should change it.
The owner of the workflow can have an affect on the identity used to perform some actions. See www.develop1.net/.../User-Impersonation-in-Plugins-Workflow-and-Dialogs.aspx

1. The new owner should have sufficient security privileges to run the workflow
2. You will need to deactivate the workflow, change the ownership and re-activate the workflow.
