BP Error: "The order cannot be submitted because it is not in active state."

Can someone please tell me what I'm doing wrong with this workflow? Here's what I want: when I open an Order record that is inactive with a Status of Canceled, I want to be able to run this on-demand workflow that will reactivate the record, update a field, then deactivate the record with a status of Complete. Same logic applied if the order is Inactive and status of Fulfilled or Submitted.

Here are the error details. I really don't know what's wrong. My order record is correctly in the Status: Cancelled state when I'm trying to run it.

It looks ok .You can do one thing to get details of issue ..go to Process Session of the same Workflow.You would get exact reason.
