CRM Email Marketing Campaign with Opt-Out feature?

Hey guys so we've been using D365 Sales Enterprise for a while now. 
There's a module I hid in the beginning called Marketing Lists/Campaigns, etc.
 
I have a new list of contacts that I want to import. Then after how can I create a list that will automatically incorporate new Leads and/or Contacts (Opportunities are already Contacts so that's included)? Something about Dynamic vs Static. However do I need to do a new "campaign" each time I want to send out the quarterly email that would include any new additions? We're trying to avoid adding all the new contacts manually, etc. 
 
I don't think we can Insights but I'm not sure where to check or how to use so we designed in another platform the template and used HTML to copy/paste in. 
 
How would we also add an Opt-Out button? If they do click it, would they be excluded from the Marketing Lists?

Any ideas?

    Marketing List
     A Dynamic Marketing List in Dynamics 365 Sales automatically includes new Contacts (or other records) that match the criteria you set. The list refreshes each time you open it or use it for a campaign, pulling in any records that meet your query conditions at that moment.
     
    Each marketing list (dynamic or static) can only contain one record type—either Contacts, Accounts, or Leads. If you want to target both Leads and Contacts in the same send, you need to create separate marketing lists for each type and associate both lists with your campaign. You cannot mix record types in one marketing list.
     
    Campaign
    When you distribute a campaign activity or quick campaign using a Dynamic Marketing List, the list is refreshed on demand. This ensures that the latest records matching your criteria are included at the time of sending.
     
    You need to create a new Quick Campaign or Campaign Activity each time you want to send an email. Quick Campaigns and Campaign Activities are single-use for their distribution; you cannot "reuse" the same activity for future sends, even if you use a Dynamic list. For recurring communications, you must set up a new Quick Campaign.
     
    Email creation (Sales vs Customer Insights – Journeys)
    Is Customer Insights – Journeys licensed in our tenant, and if yes can we use it for email journeys instead of Sales campaigns?
    This answer depends on your organization’s licensing. If Customer Insights – Journeys is licensed and enabled in your tenant, you can use it for building email journeys, which offer advanced segmentation, automation, and analytics beyond the basic Sales campaign/quick campaign features. If you are unsure about licensing, consult your administrator or check your Microsoft 365 admin portal.
     
    In Dynamics 365 Sales, you can use the standard email activity and choose an email template for your campaign. Limitations include less advanced journey automation, limited personalization compared to Customer Insights – Journeys, and basic reporting. Also, delivery tracking is limited; success/failure indicates creation of the activity, not delivery of the email.
     
    Opt‑out / Unsubscribe
    Dynamics 365 Sales supports native unsubscribe handling. When someone unsubscribes, the "Do not allow Bulk Email" field is updated on the record. Dynamics 365 Sales respects this field during campaign sends; records marked as opted-out are excluded from bulk email activities.
