Travel and Expense entry attachments failing

I have a Dynamics SL 2015 user trying to attach a file under Travel and Expense entry. As soon as the user selects a file it hangs with the circular hourglass and never finishes. However logging in with the SYSADMIN account, the attachment works fine. Is there an SL permission I'm missing to allow users to attach files?
