Hi,
How to import or add contacts to Static Marketing list using Excel in CRM 2016.
The relationship between contact & marketing list is N:N due to which you cannot use excel to import. You can try the "Manage NN Relationship" tool available in Xrm toolbox to import the data.

We want to give option to End users to upload or remove the list on demand.
We are having unique id generated for each contact in our system. Is there any other OOTB way other then XRM tool box access.
No there is no OOTB way. You will have to build something of your own like a separate entity with a lookup to contact & marketing list and a separate process which runs on create of this custom entity and add the contact to the marketing list. You can then ask your user to import data to this entity.
