I am creating sales return order where items were serialized. I shipped those goods from Warehouse-1 and at the time of return I want to receive them in warehouse-2.
but in item tracking no. I don't see items when I select warehouse-2 as location.

We do not use warehouse but use location. We have the exact process. We are using two methods
1) We have created Return Reason Code. Then define Location we want in Return Reason Code. This way when we create RMA and add this code it goes to that location.
2) in Sales Return Order you can select Location for order and line. Then to assign the exact SN you need to select the item in Sales Return Order then Line -> Item Tracking Line and add the SN to it. Then QTY base and Handle. This way when you receive Sales Return the item will be in selected location. Note this is manual process since item shipped from Location A but needs to go to Location B.
Please note Item will not be in the selected location until you receive sales return order.
