How do I continue development on a plugin?

Forgive me if this is the wrong forum. I'm new and have little luck finding concrete information.

I have been tasked to debug some issues that have arisen with our plugin that interfaces with my companies signature device with Dynamics and I'm wondering what I would need to test/develop it? I was not the one to initially develop it, and they have been gone from the company for some time. I don't think they even left any documentation beyond code commenting.

My main questions are thus:

1: Since it is my belief that our plugin is used mostly with POS, can I work with the trial of Commerce, or an actual licensed copy of Commerce or will I need some other sort of application?

2: How do I setup the software from the first question to interact with the plugin? I might be able to figure this out if I can get the answer to the first question, but figured I might as well ask now.

I appreciate any help on this matter and again forgive me if this is not the correct place for this question.
