Now that the official name of Dynamics GP no longer has a number after it I tried going into the ODBC Administrator and changed it Dynamics GP. Logging into GP the server name was blank but I was able to use the drop down to choose Dynamics GP. Much to my surprise when I exited GP and tried to login again the server name was again blank. Checking the DEX.INI file showed it was Dynamics GP. I even tried running GP as Administrator. Checking out this excellent article by Steve Endow

I made sure there were no blanks at the end and the case matched. Putting 2018 back on the end of the DSN corrected this issue. So it appears, for the time being, the server name must always end in 4 digits.
I'm not able to re-create this issue.
I manually setup a ODBC DSN named 'Microsoft Dynamics GP' and can see and use that to login to Dynamics GP (18.3).
In the Dex.ini, it does show:
SQLLastDataSource=Microsoft Dynamics GP
Closing out and logging back into Dynamics GP, it shows this DSN/Server name as expected:
I have seen the server name be blank when using a 64-bit ODBC DSN, but that's about it for this type of issue.

Let me try using Microsoft Dynamics GP. I was using Dynamics GP. Now I was changing the DSN created by the GP installation.
