I assume, that DEV, UAT and LIVE are different Organisations and not a copy of the Live System?
If you create a new user in your organisation, crm creates a new id for this user. Creating the user in your DEV and UAT, you will get two different IDs (one in each organisation).
To have the same IDs in all your environment, you have to backup your live-system and restore it to your UAT and DEV-system, then the IDs are the same.
This is very common in a DTAP environment with multiple servers and multiple organizations..
