Cannot embed Power BI Report on a form in Model-driven app

Hello guys!
I am trying to add a power report on a form of a standard entity in my Model driven app, but for some reasons the drop-down list /Report/ is empty, though the report is published, Power BI Embedded item is in the same solution as the form on which I want to add that report. Does anyone know what can be a reason?

You have to add the report to a solution first. Then you'll be able to see it in the forms components.

This says you solved this problem. I have the same issue but I do not see how this was solved. Can you please share? I see this comment: You have to add the report to a solution first. If this is the solution, can you please elaborate on how to do this? I do not understand what it means to add a report to a solution. Thanks.
