Many ways:

1) data import by using RapidStart packages or XMLport

2) data import using web services or APIs

3) moving your on-Prem NAV to D365BC on-premise and then from here you can use Intelligent Cloud to replicate your on-premise D365BC instance to a SaaS tenant.

If you use number 3 in the list, which is out of the box option.

1. You NAV must be on the lastest NAV 2018 cuX

2. You NAV must be visibel from the internet, else the cloud BC cant see, as it is on the internet

3. In the spring version, upcomming this April, you get all data into the cloud
