Beside email and etc, maybe you can check this one:

You can put your new feature or something, put link to the changes, etc.
Identify Tool owner/stakeholders/Champions/Rest of End users in your project, invite everyone except ROE-users to UAT & get their vote of trust + sign-off.
Prepare Quick reference guides/short videos & put it in CRM itself or some other SharePoint kind of repositories.
Send out Mass email communication or Release notes with "What's new" catchy fliers, teasers in advance (if needed) to ROE-users. Otherwise ask Tool owner to send it.
Is there any expected downtime? Has it been fully QA'd and UAT'd or is it more experimental? Any training required on user end wrt the change(s)?
If it won't affect users' experience I find it's better to not let them know at all. I think it depends heavily on the type of updates/changes; very case-by-case.
