Unit of Measurement Conversions in Transfer Orders

We are currently implementing Business Central and struggling with unit of measure conversions.  We purchase in bags/cases and receive them into the warehouse, transfer from the warehouse to production in the same purchase unit of measure, then produce in each's/pounds.  We're running into issues when planning transfer orders, where BC wants to transfer in each's/pounds, which is the base unit of measure, so we have to manually change the unit of measure for transfer orders in Order Planning, then round up every quantity to a whole number.
 
I believe this causes a related issue we have, which is when picking a transfer order, the system automatically splits some items into multiple take/place pairs, claiming that the lot doesn't have enough quantity to satisfy the order, even if we had already received and put-away the correct amount into the warehouse.  Our current work around is creating a positive inventory adjustment, which is not a long term option.
 
Any help would be much appreciated!

    Is this a round problem? Does it solve the problem if you set the base unit to the same Rounding Precision?
    Hope the following can give you some hints.

    Hello,
     
    You can to enable Breakbulk Handling on the location card, set the base UOM to the smallest unit, define accurate UOM conversions in the item setup, and use Directed Put-away and Pick if applicable.

    I think the problem could be rounding precision, but because we have created so much inventory for testing, the system won't let me change the rounding precision, as I get this error:

    You cannot modify Item Unit of Measure LB for item x because non-zero Quantity with LB exists in Warehouse Entry.
     
    Do you think the core issue would be resolved if for the next mock environment we switch all the Quantity Rounding Precision fields to 1?
     
    And to answer the other response, I'm unable to edit the Allow Breakbulk field but it is already turned off for all locations.
