When I change the GL account number and check capital item. I save it and it goes back to the default account number It will not let me change the distribution on the purchasing side either. Please help

I think you need to check the fixed assets setup. Go to Tools > Setup > Fixed Assets > Company , There is an option regarding the POP to Fixed Assets configuration, it should be checked as shown below.
