Sign on as DYNSA gives "This login failed. Attempt to log in again or contact your system administrator"

I'm really in a bind here and don't know what to do.  We are new users of Dynamics GP and don't have much experience.  Our installation is part of a solution from a third party but they're not much help.

In my test system, when I sign on as DYNSA, I get "This login failed.  Attempt to log in again or contact your system administrator".  I signed on to GP as sa and reset the password for DYNSA but am still getting the error.  I edited C:\Program Files\Microsoft Dynamics\GP2013\Data\Dex.ini and set the following lines:

SQLLogSQLStmt=TRUE
SQLLogODBCMessages=TRUE
SQLLogAllODBCMessages=TRUE

I tried to login, got the failure and found the following in the DEXSQL.LOG file:

Oddly, if I run SQL Server Management Studio, I can sign on as DYNSA.  Finally, the really frustrating part is that this worked last week!  Of course nobody will admit to making any changes so I'm not sure what the cause is.  ANY recommendation on what to check would be greatly appreciated.

    On the computer on which you what to log in as DYNSA, first login in as 'sa' and go to Tools->Setup->System->User and pull up the DYNSA user. Change the password to whatever fits your security profile. Then try to log in as DYNSA. Please remember that the user ID is case sensitive so it has to be in all capital letters.

    When I log on to Dynamics GP as sa, I don't see a link for Tools under either Home or Administration.  I must be in the wrong place.  Can you provide more detail please?

    I think I found it.  I was looking in the main window in the middle of the window but it's under Microsoft Dynamics GP along the top.
