Issue with taxes

I have scoured the internet and cannot come to a solution. This may be due to my inexperience with the RMS software, so any help will be greatly appreciated.

My issue:

In Washington state, we now have multiple taxes on liquor.

For the general public, there is a 20.5% spirit tax on all liquor. On top of that, there is a $3.7708 per litre tax.

I have managed to get this set up just fine by creating different item tax levels (e.g 750mL, 1L, 1.75L, etc.) and having the 20.5% apply to everything.

This works, because I am able to set the tax field when creating or editing items. If it is a 1.75L item, I can select 1.75L and it will be charged appropriately.

 

This is where my issue now comes up. Currently, I am trying to get a customer set up for a restaurant.

Restaurants and bars are charged a different tax rate here.

The spirit tax is 13.7% rather than 20.5%

The litre tax is only $2.4408 per litre, rather than $3.7708.

 

I cannot come up with any solution for having this customer charged a different tax rate, and I have looked through just about every option. For now, I can manually calculate this with a pen, paper, and calculator, but as I get more restaurants and bars ordering from me, the issue will become much more dire.

    There can be a couple ways to do this.  You can set all items that this issue applies to to have all of the taxes set up and you can uncheck the taxes as needed on the transactions, but the easier way may be to create a new item for these items that (for an example) start with Bar-itemA, Bar-ItemB, etc.  and this will allow you to have different taxes.  This will be easier for sales purposes, but will require you to take both items into account for any administrative purpose.  

    There may a third party customization that can assist with this, and if there is then that would likely be the best way to go.
