why can I not access the target language in the dynamics translation Service extension in Vs code?

I am not able to pick a target language

    Hello Anthony - I found this doc regarding the Dynamics 365 Translation Service

    learn.microsoft.com/.../dts-vscode-doc

    I am seeing another linked doc where if you do not have resource files, you can go to this doc for information on how to generate them:
