Is it possible to have Manager without RMS HQ on separate wherehouse location?

I have only RMS Store Operations (SO), I dont have RMS HQ anywhere.

I need to have SO Manager PC on separate warehouse (no POS required).

Do i need to have RMS HQ or can i just use VPN to connect that warehouse PC to a POS database server at my store ?

The task of this manager is just to do transfer in / out and receiving purchase order.
