Can I install RMS onto an SBS 2008 server using SQL express or does it need to be on a separate server?

No this works just fine. We have done it many times. Though if you are getting SBS, you can opt to pay a small amount more and get SBS premium and it includes a full version of SQL 2008. Cheapest way to get the full version, by far.
if you have the Premuim edition than you have sql 2008 installed as part of the SBS suite.
if you have the standard then you would have to install the SQL.
I dont recommend installing SQL Express 2008 on your SBS because this server is also a domain controller and has many other applications to take into account. If you have just a limit amount of connections, less than 5 you should be ok.
I wouls recommend a seperate server just because SQL server can be cpu and disk intensive.
Also you must have Dot Net 3.5 installed and I haven't done this on an SBS 2008 server yet. So I can advise you on that.
